Don't Call 911 in Detroit: Ignoring Requests for Help

I never knew so many people could be so inept at their jobs. What type of people does the City of Detroit hire to work the 911 phones? I hope the families of the victims sue Detroit and/or its inept employees for gazillions of dollars.
