Shouldn't the killer pay for a life taken with his own life? What's so wrong with the death penalty? Does it really matter how old the Simmons was at the time of the murder? A life for a life: it is that simple.
As for the notion of 'decency test', where was the killer's decency (and respect) for life when he killed his victim? Decency? I cannot believe the USA sometimes. Let's bring sanity back to government and pass legislation to bring the death penalty to people on death row who can never be saved.
By the way, isn't it much cheaper to execute Simmons now instead of housing him until he dies? I'm sure glad that I do not have to pay taxes to the US government. I'd be asking for a refund right about now...
