Tokyo Taxation Bureau: Seize Property

Apparently the Taxation Bureau of the Tokyo Metro Government is ordering the seizure of property; ie. automobiles from delinquent taxpayers. Not too sure if seizures will encourage these people to pay their back taxes as the mass transit system in the metro area is easy to use and goes everywhere. Now, if the tax bureau really wanted to 'get' these people to payoff their delinquent accounts, the government should print all the names of delinquent taxpayers in the national dailies.
